1. India’s COVID-19 vaccination coverage crosses 87 crore.

2. Election Commission announces bye-elections to three Lok Sabha seats, 30 Assembly constituencies in 14 States.

3. They include five constituencies in Assam, four in West Bengal, three each in Madhya Pradesh, Himachal Pradesh and Meghalaya, two each in Rajsthan, Bihar and Karnataka. One constituency each in Andhra Pradesh, Haryana, Maharashtra, Mizoram, Nagaland and Telangana will go to bye-polls. The voting for the Assembly bye-polls will also be held on 30th of next month.

4. Petrol, diesel prices hiked; more to come Petrol price on 28 Sep was hiked by 20 paise per litre and diesel by 25 paise as international oil prices neared $80 per barrel mark for the first time in three years.
The price of petrol was hiked to Rs 101.39 a litre in Delhi from Rs 101.19 and to Rs 107.47 per litre in Mumbai,  Diesel rates went to Rs 89.57 a litre in Delhi and Rs 97.21 in Mumbai.

5. The sword of the first Indian woman fencer to qualify for Olympics, Bhavani Devi is now in e-auction of gifts and mementos received by PM Modi. The auction proceeds will go to ‘Namami Gange Kosh’.

6. Union Home Minister Amit Shah releases training manual of Aapda Mitra Scheme, plan documents of Aapda Mitra and Common Alerting Protocol. He was speaking at the 17th Foundation Day celebrations of National Disaster Management Authority as the Chief Guest in New Delhi. The theme of this year's Foundation Day is 'Stopping Impact of Disaster Incidents in the Himalayan Region'.

7.  Andhra Pradesh : The Vizag-based Indian Navy chopper with night vision cameras has rescued a stranded villager in Swarnamukhi River during night at Parvatipuram in Vizianagaram district in Andhra Pradesh.  Victim was marooned in the middle of the river due to flash floods caused by the cyclone Gulab.

8.  Assam : Maoist leader Tingraj Orang surrendered before Additional  Director General of Police, Special Branch Hiren Chandra Nath on 28 Sep in Guwahati.

14. Karnataka govt is seriously considering bringing in a law against religious conversion either by force or through inducement in the state, Chief Minister Basavaraj Bommai said on 28 Sep.

15.  Kerala  High Court on 28 Sep  dismissed two pleas challenging the Karnataka govt's decision to restrict entry from  at borders of Kasaragod and Mangalore only to those having a negative RT-PCR report.

 16. Maharashtra : Heavy rains and floods in the Marathwada region of Maharashtra killed 10 people.

17. 2 Mumbai metro lines to be operational in 4 months :  Mumbai Metro's red line 7 and yellow line 2A are likely be operational within the next three to four months, informed the Mumbai Metropolitan Region Development Authority (MMRDA).

1. India has finalized deal to buy four new Heron TP drones from Isarel used for surveillance. Also eventually upgraded under Project Cheetah.

2. India also looking to buy 30 MQ-9B High Altitude Long Endurance (HALE) armed drones from US. Costing $10 billion for 10 drones.

3. Akash Prime missile: The Defence Research and Development Organization (DRDO) on September 28, 2021, successfully tested a new version of the Akash Missile known as Akash Prime. The test was conducted from Integrated Test Range (ITR), Chandipur, Odisha

4. Ministry of Defence will procure 118 Main Battle Tanks, MBTs Arjun Mk-1A for the Indian Army. The order was worth Rs 7,523 crore with Heavy Vehicles Factory, Avadi to sharpen the army’s combat edge. It will support the Make in India initiative in the defence sector and it will help in achieving the goal of Aatmanirbhar Bharat.

5. Lieutenant General Gurbirpal Singh took over as the 34th Director General of National Cadet Corps (NCC) on September 27, 2021.. He succeeds Lt Gen Tarun Kumar Aich.

1. The Directorate General of Civil Aviation (DGCA) extends ban on scheduled international commercial flights till October 31.

2. China has put in place new modular container-based accommodations for its troops in several high-altitude forward areas on its side of the Line of Actual Control (LAC) in eastern Ladakh in response to Indian deployment in the region.

3.  Terrorist nabbed during failed infiltration bid exposes Pakistan Army : The 19-year-old terrorist captured by the Indian Army has exposed the Pakistan Army's role in training terrorists and facilitating infiltration bids across the LoC. Sources said the he is a resident of Okara, Pakistan, and the group had come to carry out a strike through the same route used in the 2018 Uri attack. 

4. The United Nations Educational, Scientific, and Cultural Organization (UNESCO) realized the phenomenon induced by information, and on 17 November 2015, announced that the International Day for Universal Access of Information (IDUAI) will be observed every year on September 28.
